UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Balance Books

Based on a recent survey of local authorities, UK councils are preparing to sell community centers, athletic facilities, and shopping arcades as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that 60% of local authorities are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and open spaces to support their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group noted that a significant number of authorities attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan featured the disposal of a shopping centre in a local town and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Broader Financial Strains

This research of local authorities in the coalition, which includes several urban centers, also found that over seven in ten of authorities will have to raise local levies next spring to address the growing cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both better provisions and cost efficiency,” stated Vince Maple.

He added: “There are demographic pressures which will continue to add to the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

Research of county councils recently also found council budgets being strained by the increasing figures of young people and older individuals needing Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a white paper setting out those changes was recently delayed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (IMD) for English councils, many participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the 2025 IMD measures,” noted the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the past 12 months, the survey revealed.
